The City won't issue a licence for a location that isn't zoned for your activity. Pick your location, then confirm the Zoning Bylaw allows your business there before you sign a lease or buy. Check what your business type requires
Requirements vary by business type, and some need more than a standard licence. Use BizPaL (the City links to it on its Start a Business page) to see the federal, provincial and municipal permits your specific business may need. Building and fire safety compliance is common, and categories like food, signage, cannabis retail, short-term rentals and street vending have extra rules.
Complete the right application
Fill out the City of Powell River Business Licence Application, or the Home-Based Business Licence Application if you're working from home, and attach the documents it asks for. Home-based businesses are regulated by the Zoning Bylaw, with limits on floor area, employees and customer visits. Forms are completed on paper; electronic copies can be emailed with fee payment arranged at City Hall.
Pass any required inspections
The City issues a licence once you can demonstrate compliance with the relevant departments, commonly building and fire safety, depending on your business. Book any inspections early so they're not the thing holding up your opening day.
Pay your fee & get your licence
Pay the fee set in Schedule A of the Business Licence Bylaw (it depends on your business type and size). Fees run on the calendar year, are non-refundable, and are pro-rated only for businesses starting after July 31. Renew each year, and tell the City if your owner, name or address changes, a location change can require a transfer fee and re-inspection.

Home-based businesses still need a licence
Working from your kitchen table doesn't exempt you. Home-based businesses are their own category under the Zoning Bylaw and require a licence, with limits on floor area, the number of employees and how many customers can visit. Use the Home-Based Business Licence Application, not the standard one.
Check zoning before you sign a lease
A business licence won't be issued for premises that aren't zoned for your activity. It's heartbreaking to sign a lease on the perfect space and then learn you can't operate there. Confirm zoning with the City first, before any money changes hands.
Registering with BC isn't the same as a city licence
You can be fully registered provincially and still need the municipal licence to legally operate in Powell River. They're two separate steps with two separate applications, budget time for both.
